The road closure is set to start the week of April 11, 2016. D Construction, Inc. was awarded the job. Removal of the bridge will be one of the first steps during construction.
Project Purpose
Based on federal regulations and guidelines the current Deerpath Road Bridge, as it stands today, is deficient for width requirements. The bridge will be reconstructed with a wider deck to meet today's standards. The wider deck will also include a 10-foot wide bike path on the east side and a 5-foot wide sidewalk on the west side for pedestrian access.
The project will also include transforming the roadway section from rural, ditches and no curb, to an urban with curb and gutter and storm sewer while extending the bike path to the intersection of Deerpath and Saupp and tie into the existing bike path on Main Street.
Project Background
The City of Batavia is required by the State of Illinois to have each of our bridges inspected on a two-year or four-year cycle depending on the age of the structure. The Deerpath Road Bridge, located where Deerpath crosses over Mill Creek, just south of Main Street, is on the two-year cycle where routine evaluations occur relating to the structural condition in relationship to minimum federal regulations. During one of the more recent bridge inspections, the bridge was rated deficient for overall deck width based on current standards. Since the structure was rated deficient the City contracted with a consultant, Civiltech, to perform all necessary tasks, including studies, monitoring, and engineering evaluation, required to rehabilitate or reconstruct the bridge to accommodate a wider deck. Through the Illinois Department of Transportation and Federal Highway Authority (FHWA) process a series of meetings were held to discuss regional traffic and impacts this bridge has and is anticipated to see in future years in order to design a structure that will best address those needs.
The federal process involved with funding includes three Phases, Phase I, completed by Civiltech, which includes investigative work, was approved in February 2012. Civiltech was chosen to complete Phase II as well, with approval granted from IDOT in August 2012 to commence Phase II. As of November 2015 final engineering plans for the bridge and land acquisitions are completed and approved.
Construction Impacts
Deerpath Road Bridge will be completely closed from Deerpath/Saupp to Main Street during the project duration. Limited access will be granted for the home on Deerpath Road and local access to the Holy Cross Church entrance on Deerpath. All other traffic will be routed to Main Street via Saupp, Hapner and Wade.
Project Funding
This project was originally awarded the Highway Bridge Rehabilitation and Reconstruction Program funds (BRP). The program funds have been reallocated since the award and those funds are now categorized with and known as Surface Transportation Program (STP). The project is being federally funded with 80% of the project cost paid through the Illinois Department of Transportation (IDOT) and a local match of 20% by the City of Batavia.
