Home Rule Info

Home Rule Information

A petition has been filed with the City Clerk to put the following question on the November 6, 2018 ballot:
“Shall the City of Batavia cease to be a home rule unit?”
The City may not use public resources either to advocate for or against this proposition, but we want to make every effort to provide voters with factual information so that they may make an informed decision.

#cityofbataviail

For that purpose, the City has created a page on its website where residents can find helpful information for education about what home rule allows and also the limits of home rule authority. The City intends to add to these educational materials on an ongoing basis and to hold meetings to respond to any questions that you may have about home rule.

CITY OF BATAVIA CONSTRUCTION PROJECTS

Updates on the progress of stormwater construction projects in Batavia

Road fixes in Batavia

September 4 Construction plans: traffic impacts expected

Carlisle Road

On Friday, August 31, the City’s contractor, Geneva Construction, will be milling Carlisle Road starting at around 9 a.m.; they expect to be done with that process by the time school is dismissed.  To avoid disruption on a normal school day, Geneva Construction will be paving Carlisle Road on Tuesday, September 4, weather depending.

Wagner Road
Street Division crews will be replacing a failing culvert that runs the full width of Wagner Road between the entrances to Hoover-Wood Elementary School.  Wagner Road will be fully closed to traffic at this location on Tuesday, September 4, for the entire day so the storm sewer work can be completed.  Asphalt pavement restorations will be done at a later date.  Wagner Road will be open to traffic by the end of the day on Tuesday.

Batavia Avenue/Wilson Street Intersection
Street Division crews will be replacing a damaged manhole frame in the intersection of Batavia Avenue and Wilson Street on Tuesday, September 4.  Because of the manhole location, traffic will be greatly affected in all directions.  Crews will begin the work at about 8 a.m., and we hope to have the work completed by early afternoon.  During the work, LEFT turns from ALL four directions will be prohibited; northbound Batavia Avenue traffic will be reduced to one lane; and westbound Wilson Street traffic will be required to turn right onto Batavia Avenue, then left onto Houston Street, then left onto Lincoln Street to return back to westbound Wilson Street.  Southbound Batavia Avenue traffic will have two lanes open, and eastbound Wilson Street will remain open throughout the work.  Please try to avoid this intersection on Tuesday, September 4.  Of course, this work is weather dependent; if we are unable to obtain asphalt that day the work will need to be rescheduled.   Please see the attached map for the traffic control and detour route.

College and Wilson Street Drainage Improvements

The storm sewer trunkline on Forest Ave. has been installed and Copenhaver Co. is now working on the curb-drains that tie into the trunkline. Over the next few days work will shift to Cleveland Ave. at which point the construction traffic signage will be switched over to Cleveland. The driving surface on parts of Forest Ave. will temporarily remain gravel until the end of the project upon which permanent roadway patching will be competed. Copenhaver plans on working this Saturday 9-1 in order to complete the project as soon as possible.

No on-street parking will be allowed in the construction area and there may be times when the roads will be closed to thru traffic. Construction equipment staged on the street will be barricaded off every night. In addition, some material will be staged in the parkways.  More information on this project can be found on the project webpage at https://www.cityofbatavia.net/682/College-and-Wilson-Street-Drainage-Impro.

Area 3 Construction ongoing

Friday, August 31st Rt. 31 will finish paving and be striped and reopen all 4 lanes to traffic by the end of the day.  The pavement on Morton Street will be restored during the week of September 4th and anticipated to be completely reopened to traffic by 9/7, weather pending.  Parkway restoration will follow curb installation and pavement.

In the meantime, Morton Street continues to be shut down to thru traffic from Route 31 west to Jefferson Street. Local traffic will only be able to access Morton Street from Jefferson. The closure will be for the duration of the project. Please follow the detour routes and proceed with caution in the construction zone.  Thank you for your patience during this project.

2018 Ward 1 Storm Sewer Construction Update

Beginning on Tuesday September 4, Performance Construction, will be installing the branch storm sewer lateral connections and curb inlet structures along Giese Road. Additionally, sanitary sewer service installations will be constructed.  The sewer installations will cross Giese Road and will require temporary road closures east of Larkspur so please avoid this area if at all possible.

Starting the end of next the contractor will begin preparing for concrete curb and gutter installation and sidewalk replacement. This concrete work will take place over the next 1-2 weeks. Once this work is completed the contractor will begin asphalt paving operations on Giese.

No on-street parking will be allowed in the construction area and at times Giese Road will be closed to thru traffic only starting at Larkspur. Construction equipment staged on the street will be barricaded off every night. In addition, some material will be staged in the parkway of the north side of Giese Road.  More information on this project can be found on the project webpage at http://www.cityofbatavia.net/655/Ward-I.
