Illinois House of Representatives Executive Committee
On Tuesday, October 20 at 11:00 a.m., the Illinois House of Representatives Executive Committee will consider House Bill 4305 (Rep. Marty Moylan) which requires the state to distribute Motor Fuel Tax (MFT), casino and Wireless 9-1-1 Surcharge revenues due to local governments. During the current budget impasse, the state has argued that it lacks the authorization to distribute these funds, which has prevented local governments from receiving these revenues. As these revenues are utilized by the City we urge you to consider this matter and let our local representatives (names and emails below) know whether or not you support the release of these funds.
The Motor Fuel Taxes are restricted to be used for our streets and sidewalks and is critical to our maintenance programs. The Wireless 9-1-1 Surcharge monies, like MFT, are already paid by local customers for that use only. The usual revenues from hard wire phones has been diminishing with the advent of wireless, and the funds that come from wireless are what help TriCom, the very successful dispatch agency formed by Batavia, Geneva and St. Charles, assist our police and fire and ambulance services to aid people in need. You deserve to have these monies working for you.
We encourage you to contact your state representatives and to submit witness slips (see below) to show how you feel about this legislation. You needn’t spend a lot of time on this, merely an “I support HB 4305, and urge you to support it as well,” or as our Submitting a witness slip does not mean you intend to attend in Springfield. There is a place to indicate you are showing interest IN FAVOR of the bill.

· Politely ask your legislator to support the legislation. If your legislator states they cannot support HB 4305, ask whether there is another way to restore the local revenues that your constituents are already paying to the state but not getting back.
· Highlight that HB 4305 will allow your community to continue to provide the vital services that these funds support (for example: 9-1-1 service, road maintenance including snow removal, salt purchases).
