Here is the discussion and decision timeline:
Jan. 10, 2023: Batavia City Council discussed the specifications for waste hauling options as the city’s existing contract with Waste Management expires July 1, 2023. Staff’s presentation included information that the current hauler and the other two large haulers in the area said they would not be interested in bidding a sticker program for household waste.
Council members directed City of Batavia staff to issue a request for proposals, or RFP that included options for a regular toter program with monthly fees and an option for a pay-per-tip toter program.
March 21, 2023: City of Batavia opened bids from three waste haulers, Groot Industries, Lakeshore Recycling Systems and Waste Management. None included a pay-per-tip program, only programs with monthly charges for toters.
April 11, 2023: Batavia City Council reviewed and discussed the three bids at the Committee of the Whole Meeting and asked questions from each of the representatives present from each of the companies. All three vendors indicated they would not offer sticker programs for refuse or pay-per-tip programs. City Council asked the three bidders to revise their proposals to offer lower rates if possible.
April 17, 2023: Batavia City Council discussed the three contracts further and directed City of Batavia staff to issue a new request for proposals for sticker programs only.
May 1, 2023: No waste hauler proposals were received for a sticker only program. Batavia City Council members voted to award the contract to Groot Industries.
